Land Use Terminology Dictionary

The Land Use Terminology Dictionary is a specialized dictionary that compiles terms related to land use regulation. It was first published by the Ministry of Land, Infrastructure, and Transport in 2009 in book form, and was revised in 2010 to be available through the Land Use Regulation Information Service. Since then, as the Land Use Regulation Information Service was renamed "Tongji-eum", the dictionary has been provided as an online resource on the website, with the option to download PDF files. Previous versions of the dictionary (2011, May 2016, December 2016, December 2017, 2018, 2019, 2021, 2022, 2023, 2024) can be accessed in the Resource Room of the Information Hall.

Land Use Terminology Dictionary Disclaimer (January 2011 version)

1. To make it easier for anyone to understand the land use information provided by the Land Use Regulation Information System, the terms related to the area, district, etc., building use under the Building Act, urban planning facilities under the National Land Planning and Utilization Act, and other relevant laws were selected.

2. Each term consists of table control, terminology type, related laws, terminology description, and related terms (see 'Example of Term Preparation').

3. The terms in the term list are arranged in alphabetical order for convenience of use, and consist of the words in table control, term descriptions, and reference terms (see 'Terms list description').

4. In principle, the term description includes definitions of terms, background of introduction, location and decision criteria, subdivisions, and reference terms, and is prepared by referring to relevant statutes and relevant department policy data.

5. In order to easily identify the link between terms, we have prepared a regional classification table, a building purpose classification table, and an urban planning facility classification table. You can find it in the term classification table.

6. Terms are divided into legal and professional terms, and legal terms are faithfully reflected in the legal definitions, location, and decision criteria stipulated in the relevant statutes. The jargon was prepared using urban planning, architectural dictionaries, encyclopedias, and Korean dictionaries.

7. However, various statistical data presented to assist the understanding were prepared based on the time when the relevant administrative agencies investigated and published.

8. The term explanation was not limited to the specific laws, but rather summarized in various laws related to the terms. For example, in the case of roads, various laws such as the Building Act, the National Land Planning and Utilization Act, the Road Act, and the Private Investigation Act are operated differently in accordance with the purpose of legislation, and the contents prescribed by each law are mentioned together. Therefore, when using for a specific purpose, such as permission or permission, the definitions, location and decision criteria, behavioral restrictions, and permission criteria set forth in individual statutes must be checked and followed.

토지이용 용어사전은 토지이용규제와 관련된 용어를 정리한 전문 용어사전이다. 2009년 국토교통부에서 책자 형태로 처음 발간했으며 2010년 개정하면서 토지이용규제정보서비스에서 이용할 수 있게 하였다. 이후 토지이용규제정보서비스가 토지이음으로 변경되어 해당 홈페이지에서 온라인 사전으로 서비스하고 있으며, PDF 파일 다운로드 또한 가능하다. 이전의 용어사전 파일(2011,2016.5, 2016.12, 2017.12, 2018, 2019, 2021, 2022, 2023, 2024)은 정보마당의 자료실에서 확인할 수 있다.

토지이용 용어사전 일러두기(2011년 1월 ver.)

1. 용어사전은 토지이용규제정보시스템에서 제공하는 토지이용정보를 누구나 쉽게 이해할 수 있도록 「토지이용규제 기본법」에 의한 지역·지구등, 「건축법」에 의한 건축물용도, 「국토의 계획 및 이용에 관한 법률」에 의한 도시계획시설 및 그 밖의 관계 법령에 의한 토지이용행위 등과 관련된 용어를 선정하여 수록하였습니다.

2. 각각의 용어는 표제어, 용어유형, 관계법령, 용어설명, 관련용어로 구성하였습니다. (‘용어작성 예시’ 참조)

3. 용어목록에 있는 용어는 이용의 편리성을 위하여 가나다순으로 배열하였으며, 표제어, 용어설명에 포함된 단어, 참조용어로 구성하였습니다.(‘용어목록 설명’ 참조)

4. 용어설명은 원칙적으로 용어의 정의, 도입배경, 입지·결정기준, 세분용어, 참조용어가 포함되도록 하였으며, 관계법령과 소관부처 정책자료 등을 참조하여 작성하였습니다.

5. 용어상호간의 연계관계를 쉽게 파악할 수 있도록 지역지구등 분류표, 건축물용도 분류표 및 도시계획시설 분류표를 작성하였으며 ‘용어분류표’에서 확인하실 수 있습니다.

6. 용어는 법률용어와 전문용어로 구분되며, 법률용어는 관계 법령에서 규정하고 있는 법적 정의, 입지·결정기준 등을 충실히 반영하여 작성하였고, 전문용어는 도시계획 및 건축용어사전, 백과사전, 국어사전 등을 활용하여 작성하였습니다.

7. 용어사전은 2010.12.31일을 기준으로 작성하였습니다. 다만, 이해를 돕기 위하여 제시한 각종 통계자료는 관계 행정기관에서 조사·공표한 시점을 기준으로 작성하였습니다.

8. 용어설명은 특정 법률에 규정된 내용에 한정하지 않고 해당 용어와 관계된 다양한 법률에서 정하고 있는 내용을 알기 쉽게 요약 정리하여 이해의 폭을 넓히도록 하였습니다. 예를 들어, 도로의 경우 「건축법」, 「국토의 계획 및 이용에 관한 법률」, 「도로법」, 「사도법」 등의 다양한 법률에서 법제정 취지에 맞게 정의와 분류 등에서 차이를 두고 운영되고 있으며, 각각의 법률에서 정하고 있는 내용을 함께 언급하였습니다. 따라서, 인·허가 등의 특정 목적으로 이용할 경우 개별 법령에서 정하고 있는 정의, 입지·결정기준, 행위제한, 허가기준 등의 내용을 반드시 확인하고 이에 따라야 합니다.
