El caire internacional de la institució fa que, evidentment, el tesaurus Eurovoc sigui multidisciplinari i plurilingüe, i que intenti -i, de fet, ho aconsegueix- crear un marc genèric de descripció temàtica en gairebé tots els àmbits que, d'una manera o d'una altra, són comuns a qualsevol institució política en tots els seus vessants (econòmic, social, agrari, audiovisual, etc.).\n\nMalgrat això, un mateix instrument de descripció temàtica difícilment pot satisfer les expectatives de totes les institucions internacionals que en fan ús. Hi ha diversos factors (socials, polítics, lingüístics, geogràfics, etc.) que fan que les necessitats descriptives de cada institució siguin diferents.
